May 20, 2006

The Annual Meeting for 2006 was held at the Tara Woods Pavilion. Directors present were Mike Miller, Mike Mann, Jack Perrigo, Jim Holland and Kathy Goldbeck.  Bart Cameron, Dick Dickens ,AI Gam and Russell Smith were absent.

MINUTES

Mike Miller, President led the meeting and opened with a call to order. He then introduced the board members present and named the new members to the board.

There are six(6) new owners in Tara Woods.

A motion was made and seconded to approve the agenda and was passed by unanimous consent.

Treasurer’s Report – Jack Perrigo

Finance Summary for 2005:

Total receipts were $27,900.46 and expenditures totaled $21,291.41.  Major expenditures included mowing at $9,730.00, insurance at $2,379.00, property managers fee at $2,250.00, and board expense at $2.304.20.  Overall a surplus of$6,609.05 was realized.

Budget for 2006:

Receipts are budgeted at $25,600.00 and expenditures at $25,737.00. This would include a contribution of $9,087.00 to a reserve for future major expenditures.  Major changes from 2005 include requiring lot owners to mow the grass between the roadway and the current fence line to eliminate these mowing costs and TWPOA no longer maintaining the split rail fence along the all roadways except Burruss Mill and Carrs Bridge Road.  Also, the board is expected to increase about $2700.00 and maintenance of the common area and pavilion by $1,300.

Update on Non-judicial sale of Lot 69 (Mike Miller)

Lot 69 was sold at a Non-judicial Auction. Once property goes to closing in June, out of the proceeds will be paid a minimum of$2500.00 to Tara Woods for back fees. The balance will be put into an Escrow Fund for 10 years for further claims on it by family members, etcH Tara Woods will try to get the TWPOA dues for this year taken out also. The dues will be pro- rated possibly for this year for the new owners. The lawyer fees will be taken out of the proceeds also.

Key Future Events: (Kathy Goldbeck)

An e-mail account has been set up for me to inform members of:future board meetings and reminders of events happening in Tara Woods. Please inform me of any changes to addresses , e-mail addresses and telephone numbers so that we keep our files up to date. All of you need to keep informed of things that are happening that may effect you and your Association. The October board meeting will be held at the Annual Picnic on October 1,2006. The time will be forwarded to all of you.

Mowing and Fence Policy: (President and Vice President)

We will be saving almost $10,000.00 a year on grass mowing. Materials that were purchased the previous years for the fence repair were used, and it did not cost anything this year. A survey was sent out to the membership to either raise dues to maintain the fences and the mowing or to only have the association maintain the fences and mowing on the outer perimeter of Tara Woods. Forty four (44) responded which was fifty five (55) % of the membership. Sixty five (65) % of those responses voted to service the outer perimeter for mowing and fence repair. The Draft Policy went out on the web site, and will be finalized at the next board meeting on June 4, 2006.

Open Comments by Members:

Fences and mowing are a major concern to the members. Neighborhood will not look good if some fences are taken down and others left up.

What kind of fence will be allowed if a home elects to put up a new one? (Covenant’s only allow split-rail.) Fence adds a lot to the look of the neighborhood, and what happens if home owner does not keep up the fence? (Perhaps a fine to the owner in question.)

Maybe we should go back and reconsider the policy on the fences.

Stats on the fences. Only a few people voted out of the association, and did the board make a decision based on that %? There was a survey done with a voting process.

Most of the board members voted to keep the fences.

If people want something done they should take an active part in talking to neighbors.

Mowing outside of the fence. There is a state owned easement to the road. Owners are responsible for mowing that section. If the grass is not mowed, after eight (8) inches, the association will send a letter and the mowing will be done with a charge to the homeowner. A suggestion that the board send out one (1) notice including the date that the mowing will be done for them if they do not respond.

Board needs to maintain the covenants of the association.

Please come to the board with the input from the neighbors (Mike Miller).

Will there be a cost to the homeowner to transfer the fence to them?  No cost to the homeowner. A letter will probably be given from the board stating that we abandon ownership of fence and return it to you.  

Reports:

Property Manager. (Harmel Sobourins)

Reserve posts for the fences will be used up in one (1) year approximately. Composite for the dock decking is being looked into.

Mike Miller asked that we give a round of applause for Harmel's good work.

Environmental Committee (Dick Dickens)

No report.

Picnic (Maryhelen Perrigo)

Date was obtained for the picnic and it will be held at the Pavilion on October 1,2006 to coincide with the Board Meeting schedule for the same day. Lake Anna Rescue cannot provide the food and a suggestion was made to have members bring grills and have hotdogs and hamburgers. An amount of $150.00 will be needed to offset the cost. She will bring it to the board.

Fourth of July. (Maryhelen Perrigo)

The date of the parade will be July 1, 2006.

Hospitality (Betty Jo Spivey)

Only a couple of baskets were delivered this year.

Mike Miller thanked Betty Jo for providing the refreshments for the meeting.

Newsletter

No report.  Marie Claire is leaving and a new Editor will be needed.

Upcoming meeting date is June 4, 2006 at the Pavilion.
